With increasing societal shifts and cultural pluralism in Germany, reinforced by a lack of political oversight, more and more enclosed socio-cultural spaces are emerging in our country where practically different rules apply. Entire districts, such as Berlin-Neukölln or Duisburg-Marxloh, drifting into ghetto-like organisational forms or "gang land," contribute to the growing and justified frustration (for example, limited educational opportunities) of the residents who are segregated as a result, which in turn leads to a rise in crime among these populations. Former Federal President Rau referred to these closed parallel societies as "islands outside the societal consensus"—while, of course, overlooking who is responsible for enforcing this societal consensus: the state.

Crime often arises not only from low or purely unscrupulous motives but also from material desperation. Young people from socially disadvantaged backgrounds, in particular, often form criminal gangs.
In these subcultures, theft and burglary are sometimes considered legitimate forms of income, whose execution can bring fame and reputation—especially within organisational structures resembling gang crime. Reversing this trend is a task for politicians. As long as no shift in thinking occurs there, however, theft and acquisitive crime remain a growth market with significant potential and a concerning rationale from the perspective of the offenders.
